Applying process is same even if you are a repeater andyou need to choose the code 02 as it is for those who have qualified Class 12 in the year 2019 or before and have not pursued any other course after the completion of Class 12 have to choose this code. So ; if you are only preparing for neet and not pursuing any course at this moment then you need to choose this code i.e code 02.
Follow the below steps to fill the neet application form :-

First of all you need to do Registration
Then Filling in the application of NEET 2020
Uploading of scanned images
NEET application fee payment
Finally Printing of confirmation page
