If you are going to fill your preference for jossa counselling then I would suggest you just fill in the order starting from the best even if you feel it is difficult to get just because if your luck work in any case then you will not lament on your choice preferences. For eg. Keep top IITs first followed by top NITs and then followed by IIITs and then top deemed university etc.
