To join college, you have to get 40% or above in your 12th exam. Then you can apply for entrance tests or can get admission throgh allotment process. Different college have different criterias. There are many entrance exam for central universities, state universities, and also for individual colleges. Based on your 12th marks and reservations, you can get admitted on merit list. Also you can get admission through management quota and in private colleges. Hope its clear. It would be better if you have mentioned which college you wanted to go. This is a common process to get into any college.
