how to jump class 9th and go to 10th

See in most boards in the class 9th the registration certificate under the board is issued. So by jumping 9 isn't possible for regular schooling. There can be such rules if you are trying to pass from open schooling. Rest depends on your school faculties. Ask them also what they say and then act accordingly,talk to them first.

Yes you can directly appear for class x without appearing class ix .
The best choice will be NIOS .
NIOS is National Institute of Open Schooling.
NIOS Institute is government recognized so NIOS marks are accepted in all over India.
Other option is to consult sarva shiksha abhiyan office .
But NIOS us trust worthy so you may go for it.
