You haven't mentioned the College you are enquiring about. However, every College gas its own admission process. For example, Government College of Forensic Science, Aurangabad conducts admissions on the merit scored in 10+2. Out of 50 seats intake, 45 seats are filled with Candidates who hold the domicile of Maharashtra based on merit and reservation and the rest 5 seats are filled with Candidates who belong to Other States based on merit.
