Your question is incomplete as you have not mentioned in which exam counselling registration (or form filling) you need to upload your obc ncl certificate. In a general sense you can scan your obc ncl certificate using any scanner app (which you can download from google play) and generate a scanned photograph from that app. You can upload that in your form.
