I am a general student.....can I get admission in sum medical college bbsr in 420-450 marks?

Getting a seat in a government college for MBBS at this score would be difficult if you belong to the unreserved category. You should atleast be scoring 550 for a seat then. Though you can still get a seat in private colleges or deemed colleges at this score.
