In case you wish to apply for other state entrance exams to get admission to B.Tech programmes offered by participating government colleges of the state, you must refer to eligibility criteria of each entrance examination to know whether you will be able to appear for examination or not.

Yes, you can apply for JEE MAIN and you can take admission in another state.but other than reserved (home state)category will be allocated you.all you need to do is score good score,because as a other state student you'll have heavy competition.
