I am actually from a middle class background. could I offer for foreign universities through scholarship exams and scholarships given by government and private states. If so what are all the ex's I could try for getting seated in biotechnology and related courses .

Well our country rarely gives any scholarships or fee reimbursement to students to study abroad. You can directly check the concerned college website and you will find that they have lots of scholarship opportunities available for students. And rather than vocational courses more courses are available in basic science, so you can check accordingly.
