I am an Andhra Prdesh student and i have qualified in TS ICET. Under the new TS ICEt counselling rules, am i eligible to participate in TS ICET Counselling for the 15% Unreserved open categeory seats ? Can i still apply if my parents are not telengana residents or work for telengana or central govt
