Hope you are doing well. The answer for your question is Yes. You can get a seat in NIT Rourkela with 616 marks for ST category. But you cannot expect to get a seat for CSE branch. Last year, the cutoff rank for CSE branch for ST category was 281. Even this year, it is expected to be the same. Except CSE, you can get a seat in all other branches in NIT Rourkela.
