Hi Atharv!

Yes definitely, as per the norms if any candidate fails to submit his/her category/caste certificate to the MHT-CET authority then he/she is counted as a student of open/general category. So, if you are unable to submit the OBC certificate, then don't worry you can still apply for MHT-CET under open category.
