I am belongs to OBC category, i expect 115 marks out of 360 marks. please suggest the cut off strategy. weather i am qualified or not.

Yes you are qualified for JEE advanced, as per your scores your ranks are expected to be in 30000-35000 range.
Chances for top IITs are less as cutoff closing ranks are under 15000.
However, you can get other institutions like IISER Pune and Kolkata, IiSc Bangalore, IIPE etc.
