Yes. Everone is eligible for Comedk. But the condition for attendind counselling of comedk is qualifying neet ug exam with minimum of 50 percentile for general category candidates and 40 percentile for reserved category candidates..

Yes, a non Karnataka student can appear in COMEDK.
COMEDK can be applied by any Indian student irrespective of state of domicile.
COMEDK is specifically for student residing outside of Karnataka state, however, Karnataka students can also apply in the same which increases the competition a bit, and they have an edge to appear in both KCET and COMEDK. COMEDK Medical 2018 (Consortium of Medical Dental Colleges of Karnataka) offers admissions to MBBS and BDS courses in Institutes across Karnataka state on the basis of NEET scores.
