Yes with an all india rank of 30650 you can certainly get a seat in NIT if you belong to OBC-NCL category. You can get computer science in NIT Patna or maybe IIIT Jabalpur or even get ECE in some of the better NITs.
I am not sure of your intermediate board but I hope you are in top 20 percentile to get admission in any NIT.
