You must first decide what course you want to opt for. As you say you are passionate about acting and dancing ,you say choose a course in that field as well.

Mumbai is a hug for all your dramatic skills and talent . There are so many colleges that offer you courses in this field .

First decide what you want to persue and then Accordingly make a choice
