Yes, you can apply for the exam.However make sure during the time of counselling you have your final year pass certificate with you.If your results will be published before the counselling then there is no problem to apply at all.
You should also have a look at the colleges that do no require PGCET, there are collges that have there own enternce exmas for admission into MBA. This process will be much easier for you.
