Nani, Arunachal Pradesh NEET Counselling will be conducted offline and so if you hold the domicile of Arunachal Pradesh, you will have to attend the Counselling in Arunachal Pradesh and not in Dehradun. The DGHS will conduct a single round of counselling for the available seats and this will be done offline. During the counselling process you have to produce the domicile certificate of Arunachal Pradesh. For 15% All India Quota, if you have secured good marks, then you will be allocating a college of Arunachal Pradesh, no matter where you have given the NEET examination.
