I am domicile of Jharkhand and got a score of 313. Can I apply for UP and Tamilnadu state counseling?

Sorry but with these marks you won't be able to make it up to any govt college. You can only apply for the 85% state quota sets of jharkhand or for 15% aiq seats if you want to join in some other state. However with these marks you won't be able to get a seat in aiq .
You can try for private or deemed colleges
