You are always eligible for counselling buddy since cutoff marks are only for writing jee advanced which has nothing to do with jee main counselling
But you don't have any chances in getting a seat in nits.

Nope buddy, you can't not, only the candidate who have cutoff marks are eligible for councilling.

But it's not written anywhere that who had not cleared the cut off cannot apply for Counselling

They mentioned if I secured a rank in JEE (Main) 2018 Paper-1 for B.E./B.Tech programs at NITs, IIEST, IIITs and Other GFTIs.
