Of course you can fill the form there's no where mentioned in the website that only a UP domicile student can fill the form. However as the exam gives admission in UP based college as usually the colleges have seats reserved for the local students under state quota so that might be the situation for you otherwise you're eligible fir the exam if you qualify it's other eligiblity criterias.
