I am from Jharkhand and want to do B.ed in English in your collage. Will my certificate be valid when I go back to my state?

Please mention the name of the college for which you want information regarding bed english and other information that you are seeking for. From what is known till now yes your certificate will be valid in jharkhand exceptions may be for some states. Hope you are clear with it.

You haven't specified in which college you're seeking admission which is highly important, the state you belong to or want to work in isn't important. Let me explain you this further your certificate is valid as long as the BEd course in recognised by NCTE and you can futher apply for teaching jobs anywhere is Indis, it's acceptable all over the states in India. Just make sure the college you're taking admission is NCTE approved.
