Yes you can participate in OJEE counselling through JEE Mains score. Yes, It is compulsory to fill up the OJEE counselling form to participate in OJEE counselling . You don't have fill up the OJEE form you have fill up the OJEE counselling form which is not released now. Soon it will be released after OJEE exams are over.
