I am giving improvement 2019. To fill viteee application which roll no. should I fill? (For any college applications)

you've to put the year of passing as 2018,since you're just gonna give improvement in your marks of the exam which was held in 2018. then you've to fill the 2018 board roll.no only.

you dont need to panic,for any application you should follow this untill completion of your improvement exam.
