No you are not eligible for IAS exam i.e upsc exam as you are 42 years old . To be eligible for upsc a candidate must have attained the age of 21 years and must not have attained the age of 32 years for general category. While there is 5 years relaxation in upper age limit for aspirants of sc and st categories. So , maximum age limit for sc category to be eligible for upsc 37 years but you are 42 years old and thus you are not eligible for it.
