i am nit cse student.after the end of third year,during the summer break (may-july),can i apply for off campus placement in product based companies?

It depends on eligibility criteria.Few companies consider final year candidates to take the recruitment test and if selection is done you can join your training after you pass your graduation.And few companies accept only those who are already passed out graduation.So you need to check the eligibility criteria before applying and you must fulfill the eligibility requirement.
