I am not a resident of J&K did my schooling including class Xth from Jammu thereafter I did my XI &XII from Mumbai. What is my domicile?

From the information you have provided, I can make out that you are not a resident of Kashmir, but could you please clarify whether you are a native of Maharashtra? If not, kindly share the state from where you belong.
Now with regard to your eligibility for J&K or Maharashtra, please see the information below:
Your eligibility for J&K : As per the Jammu and Kashmir NEET Eligibility rules, candidates applying to medical colleges in J&K must be permanent residents of Jammu and Kashmir state. As you have already mentioned you are not a domicile of J&K, you will NOT be eligible to apply as a J&K domicile.
Your eligibility for Maharashtra : As per the Maharashtra NEET Eligibility rules, candidates must be domiciles of Maharashtra and have compulsorily completed their Class 10 and Class 12 from the state. As you have completed your Class X from outside Maharashtra, you will NOT be eligible to apply as a Maharashtra domicile candidate, unless:
a) y our parent(s) is/are employees of the Government of MAHARASHTRA and were posted outside the state when you were completing your schooling ,
or
b) your parent(s) is/are employees of the the Government of INDIA and have been posted to Maharashtra which is why you are doing your schooling in Maharashtra at the moment .
If you satisfy either of the above criteria, you can apply as a Maharashtra domicile candidate even without being a native of the state or without completing your Classes X and XII from schools in the state.
Also, as you may know, the eligibility criteria of each state differs quite substantially when it comes to admitting students through NEET. While some states only require candidates to have completed their Classes 10 and 12 from the state, others require candidates to be permanent residents as well. So if you could share where you belong from, perhaps I might be able to accurately inform you of the domicile criteria for that state and whether you are eligible to apply.
