Since COMEDK is aimed specifically at non-Karnatakians, you are eligible for counselling provided you got a good rank!
The whole purpose of COMEDK is to provide a chance to non-Karnataka residents to get admission in engineering and medical colleges. Hence, you will be called for counselling if your rank is good.
