So yes you are eligible for giving the both the exams are conducted by the JEE mains organisation if you didn't get the appropriate number in the first exam then you can opt for the second exam that is going to be conducted in April so the best out of the two will be going to be selected as your final result so all the best for your future.

Yes, from now onwards the candidates can give two attempts for JEE Mains exams , one in January and the other in April. If January scores are not satisfactory one can sit for April exams. And the best among the two will be chosen as your final scores.
