According to the rank you have some chances of getting in to NIT Surathakal as per previous year's cut-off. As cut-offs for this year is not declared yet because counselling is still going on so we can guide you on the basis of previous year's cut-offs which shows that closing rank for General category candidate goes around 38,000 under Home state quota so you have less chances even after belonging to PwD Category.
