Unfortunately, you are not eligible for Josa counseling this year as you can only appear in the same year you have cleared the exam. The result of JEE-MAINS is only valid for one year, therefore you can not apply for counseling of 2019 on the basis of your 2018 scorecard.

I am sorry to tell you that you won't be able to sit for JoSSA counseling because you haven't cleared it this year and no matter how you scored last year would make you eligible to sit for JoSSA counseling this year .
