No, it isn't mandatory to provide the income certificate, if you have not studied in Rural area and your parents income is more than 2 lacs.
As per the official website, if you are a general category student studying in Rural area, and your parents income is less than 2 lacs, then in order to claim the benefit of Rural reservation, you would have to produce the income certificate.
