I canot get seat in nit first round.my obc rank is 38564.is there any chances getting seat in second round.

Unfortunately you cannot convert NITsor IIITs or GFTIs under OBC category ascutoff below 20000 ranks.
You can however get private engineering colleges like Nirma Ahmedabad, MVj college of engineering, Lm Thappar, NSIT delhi, MGMC navimumbai, SIt Bhubaneswar.
