I can't understand one thing that how people are rating placement 4/5 if this college(BCE patna)is new and noone would have been placed yet.

Hi Jay,
The rating of a college depends on many factors like campus life, infrastructure, faculty, examination conduction, training etc. It even depends on the placement that's true but a rating comprises of a lot of things so maybe on the basis of that the college has been rated as 4/5.
