No , there's no problem, the only thing is that you must get your ews certificate made before the counselling as your documents will be verified during the counselling including your ews certificate, so if you want to enjoy ews reservation get it made as soon as possible. Also you don't need to worry if you didn't have an ews certificate during your form filling.
