i completed my b.tech in 2019 but ive backlog in one subject. so what i fill in year of qualifying degree section. plz help

You have backlog means you haven't completed your Degree. You have to complete your degree first then only you can apply for any form or any application. Until then you can't move forward as without degree you won't be eligible.

So first make a proper plan and clear your one backlog then go for applying any form or application. If you do with out completion then your form will get rejected and may be black-listed for which you may not be able to apply for the same again. So just follow the process and complete one by one.
