Yes, you can cancel the seat after 2nd extended round . But as per the rules, complete fee will be forfieted if candidate surrenders the seat alloted in second extended round. Also, to surrender/ cancel the seat you need to submit admission slip, bank challan, green card and verification slip. If you fail to submit these documents then your seat will not be cancelled.
