I didn't get the callletter ,but I registered for the counselling and I have cutoff for getting seat in third counselling, Should I come ?

Yes, you should definitely go but before that make sure you contact the college officials so that they can confirm the reason of not providing you with the call letter so that you can get a more clearer idea.
