I don't have Ews certificate but I have applied for it to the concerned authority which suppose to be issued by June 2020. now can I apply in any Educational institution under the Ews Category before getting the Certificate ?

Yes, you can apply but at the time of Counselling you have to show your EWS certificate to the respected colleges or institutions.
But as of now i don't think it will take less than 2 to 3 months because of the virus outbreak. Not only your Institutions but also your tehsildar offices will be closed till further notice.
