I dont have obc ncl certificate right now but i will write jee advance in may 2019 so can apply now for obc ncl certificate today?

Yes I think you can apply for the certificate now if you get it before counseling you are eligible for the quota otherwise not.
Not only in admission but in fee and other purposes you need it
So better to apply for it as soon as possible.
