i fail class 12 cbse in 2017 and again i fail in 2018 and again i change my board and again i fail in 2019 and now i appear for class 12 from nios board so what i eligible for jee main 2020

You are not eligible to sit in JEE MAINS exam as a candidate has only three succeeding years or attempts to give this exam. As you have failed in three succeeding years, so you are not eligible to write JEE MAINS examination.

Yes you can give JEE as you have fresh 12 marksheet of NIOS in 2020. So your attempt will be counted from 2020 i.e you can appear for JEE Mains in 20 21 22 & ADVANCE this year & next year. I appreciate your dedication. Best of luck.
