I failed in maths in the 12th exam..but get 46percentile in the ST category at JEE mains..can I go for counseling in NIT'S??

You can not sit for JoSAA counselling, the eligibility criteria is to qualify Class 12th or equivalent examination with Physics and Mathematics as compulsory subjects scoring at least 65% marks for ST. But since you haven't qualified for the exam only, you are not eligible. Since you can't sit for JoSAA counselling you won't get admission in any NITs.
