As according to the MHT-CET 2020 Information Brochure, the basic eligibility criteria for candidates having Indian Candidature is -
-"The candidate should be a citizen with Indian Nationality.
- The candidate must have qualified HSC or its equivalent examination with Physics and Chemistry as compulsory subjects, along with one of the subjects as Mathematics or Biology and secured minimum 50% aggregate marks (45% or above marks in aggregate in case of BC/PwD categories belonging only to Maharashtra State) in the subjects mentioned here."
And there is no upper age limit and particular year of passing the concerned examination, therefore, yes, even if you have passed your Class 12th in 2019 and not at your first attempt, you will be able to appear for MHT-CET 2021 if the rules prescribed by the conducting authority remain same and you meet all the other requirements given above.

Hope this answer will help you.
Yes, you can write because for Mht CET your 12th passing year is considered and they will verify that are you a 12th passed out student or not with minimum aggregate 50 percent in physics, chemistry and biology, as your passing year is 2019 and you took one year gap after passing your 12th so it may be considered that you got this gap for coaching and you can also do this if you like .
Best of luck.
