I got 11 percentile in jee mains and i belong to pwd category am i qualified.

Previous year cutoff for pwd was only 1 marks in 2017 and -35 in 2018.It seems that from your percentile you are almost qualify for the mains.It is according to our prediction.The official declaration will be made after April mains by NTA.So wait and focus on your study to do better in April mains .
