You haven't mentioned the name of the Board of Education you have completed class 12th from. Also, you haven't mentioned whether 131 marks are for PCM Subjects or it includes any other subject too. But, if we consider it to be just for these three subjects, your percentage marks come out to be 46.66%
The eligibility criteria for applying into engineering course is that you should have 75% for general category and 65% for reserved categories marks in class 12th, as of now. So, you are not eligible in this case. Though, you can check the detailed information in the link given below -
