You can not expect admission in VIT CHENNAI campus based on your VITEEE 2019 rank under any category of fee structure.However, you might have some chances of getting admission in other two campuses.

Try admission in for VIT BHOPAL or AMRAVATI campuses of VIT UNIVERSITY through the VITEEE counselling process.
