The possibility of getting the NIT is based on the cutoff rank of the NIT for the particular course chosen. Here you have not mentioned the course for which you want to go in NIT. Because the cutoff marks varies according to the institute and the branch also. So you need to be specific fot the course and the branch for NIT. Yes, you can definitely get NIT Patna with your Home State quota i.e. Bihar.
You can definitely get some core branches as well if you have the certificate of Bihar domicile.
