I got 19000 sc category rank in jee mains and from outside delhi region can i get cse or it or ece seat in JAC Delhi councilling?

It's really difficult to get admission with this category rank and with CSE or ECE branch. You can expect only lower branches in the counselling. So, i will recommend you to go through other entrance exam score or take a drop and prepare hard for the next year.
