I got 200 marks my genral rank is (41537) and bcgl rank is (837) any chance of government college

Based on your general  rank there is very rare chance to get a government College. As your bcgl rank is 837 you may get chance in government College. Based on your  bcgl rank you may try in these Colleges:

3. Rajkiya Engineering College Kannauj
4. Rajkiya Engineering College Sohnbhadra
5. Bundelkhand University Jhansi
These are the Colleges where you may have chance .So it is very rare chance to get a government college. It also depends on the cutoff list of particular year. The cutoff list depends on the number of students appeared in the exam and the level of paper whether it is easy, moderate or difficult. In this way you may get chance . Otherwise if you want to take admission in government College anyway then do preparation for the UPTU exam this year and attempt it next year . Then after getting good rank you can get admission in college according to your choice.So take decision according to your choice.
