Based on your general  rank there is very rare chance to get a government College. As your bcgl rank is 837 you may get chance in government College. Based on your  bcgl rank you may try in these Colleges:
1. Chhatrapati Shahu Ji Maharaj University kanpur
2. Lucknow University
3. Rajkiya Engineering College Kannauj
4. Rajkiya Engineering College Sohnbhadra
5. Bundelkhand University Jhansi
These are the Colleges where you may have chance .So it is very rare chance to get a government college. It also depends on the cutoff list of particular year. The cutoff list depends on the number of students appeared in the exam and the level of paper whether it is easy, moderate or difficult. It also depends on your choice whether you are interested in IT/CSE or any other branch. If you are interested in CSE/IT you have rare chance to get admission in these Colleges( mentioned above ) . But if you are interested in private College or manage with them then you can look for these colleges also:

2. Inderprastha Engineering College Ghaziabad(good in terms of placement)

These are the Colleges in NCR where you can take admission in CSE/IT branch. You can predict your college according to your rank. You can even come to know about these Colleges by visiting their respective website. Go through counselling properly. You should go through counselling till last round of counselling. In this way you may get chance . Otherwise if you want to take admission in government College anyway then do preparation for the UPTU exam this year and attempt it next year . Then after getting good rank you can get admission in college according to your choice.So take decision according to your choice.
