It is an authority named JoSAA that conducts counselling for NITs and some other institutes. The admission occurs by preparing a rank list and release of opening and closing ranks. You have to attend for counselling if your rank is between or included in opening or closing ranks released. The ranks will ne published category-wise. With rank of 22,584 you will not be getting the best institutes. You would be most probably getting NITs of Raipur, North-Eastern States etc. When you apply with Home State (HS) quota you have more chances.
